ALCC led a delegation of Colorado landscape professionals to Capitol Hill last week to participate in NALP’s Legislative Days on the Hill event. They visited the offices of each of the state’s Congressional delegation, meeting with legislators or their aides to discuss issues affecting landscape companies. H-2B visa program reform was at the top of the agenda.

The delegation was smaller than in previous visits, due in great part to companies being short on staff and unable to spare anyone for travel to DC. The delegation at visited DC in January was one of the largest among the states that participated. Nevertheless, those who were able to attend last week were quite productive. They met the many new aides in offices of Colorado representatives, providing education on the needs and challenges of the green industry.

Discussions included the proposed House Bill that would include proportionate distribution of H-2B workers and a three-day window for submitting H-2B applications. The bill would include a significant language change stating that DHS “shall” (not “may”) release additional H-2B visas once the cap is met.

NALP, which organized the event, noted that Colorado has some of the best engagement and support from its legislators. “We expect continued strong support from our representatives,” says ALCC CEO John McMahon, who led the state’s delegation and secured the appointments on Capitol Hill.

McMahon also noted that Colorado landscape industry advocates are seeking a letter from senators and congressional representatives to Appropriations, stating the impact of cap relief in the industry. The effort will be led by Senator Cory Gardner and possibly Representative Jason Crow, who also understands the importance of the issue for Colorado businesses.
